NCART is pleased to announce that H.R. 1703, the Choices for Increased Mobility Act, passed the U.S. Senate by unanimous consent and will now go to the President for consideration.

H.R. 1703 is the “Choices for Increased Mobility Act of 2026,” a bill that amends Title XVIII of the Social Security Act to clarify Medicare Part B payment rules for ultralightweight manual wheelchairs, including new HCPCS codes and updated payment and beneficiary protections effective January 1, 2028.

The legislation addresses Medicare payment rules for ultralightweight manual wheelchairs and would restore Medicare beneficiaries’ ability to choose titanium or carbon fiber upgrades while paying the additional cost associated with those materials.

This is an issue we have lobbied and advocated for many years. This was a priority for CRT manufacturers, suppliers, AAHomecare, state associations, iNRRTS, US Rehab, RESNA, Clinician Task Force, Consumer Groups, and other stakeholders.

A special shout-out to John Goetz and Mickae Lee of Permobil, Jay Witter of AAHomecare, Seth Johnson from Pride, and Michael Hughes from Motion Composites. Their work and recognition of this issue as a problem that needed a solution is what started this process.

The next step is consideration by the President. We will share additional information as it becomes available.
